Helene has been an administrative law judge in the Office of Hearings and Mediation Services at the NYS Department of Environmental Conservation (DEC) since 1994. Formerly she served as an Assistant Attorney General in the Environmental Protection Bureau of the New York State Attorney General's Office under Robert Abrams. She began government service as an Assistant Regional Attorney with DEC in 1983.
